Apostle Taylor is a native of Hartford, Connecticut. He was associated with the Bible Way World-Wide fellowship since its inception in 1957 until the Lord directed him to resign in 2002.  Raised in the Apostolic-Pentecostal doctrine, he received the gift of the Holy Ghost in April 1969 at Bible Way Church, Hartford where the Bishop L. J. Clifford was the Pastor.  In 1982, he accepted God’s call to spoken Word ministry and received ordination to the office of an Elder in 1985.  Having received the call to destiny, Apostle Taylor founded the fellowship, Sanctuary Ministries in March 2000 and serves there as Senior Pastor. By the grace and appointing of God, he was affirmed through the laying on of hands by the prophets as an Apostle in the Body of Christ in November 2006. He presides over Sanctuary World Outreach Ministries, committed to missions and world evangelism. He currently serves as the General Secretary of the Christ Centered Fellowship of Churches headquartered in Cleveland, Ohio.

He is the husband of First Lady Alice Taylor; the father of two sons and one daughter; and the grandfather of two grandsons and two granddaughters.

Pastor Taylor retired from active duty with the U. S. Coast Guard in 2006 after serving for over 30 years and attaining the rank of Chief Warrant Officer 4. His service allowed him to travel throughout the country and enabled him to work with diverse ministries and Pastors in various cities. 

He matriculated through Regent University in 2005 receiving a Bachelor of Arts degree in Religious Studies.
